Prep the seedbed
Disc, till, or plow — or go no-till and just rake/lightly expose the soil. Then smooth and firm it down.

Sow the seed
Tiny seed — barely cover it. Broadcast onto firmed, smoothed soil; ⅛" or less is plenty. Don't bury it.
3
Press it in
Cultipack or drive over the plot to press the seed into the soil for good seed-to-soil contact. That's all it needs.
